Federal tax credit update: The 30% residential solar tax credit (Section 25D) ended for systems whose installation was completed after December 31, 2025, under Public Law 119-21. Systems whose installation was completed in 2025 can still claim it on a 2025 return. New 2026 installations do not qualify for homeowners who buy. What changed
Iowa bright spots: solar sales tax exemption + 5-year property tax exemption still in place. State income credit ended 2022. No federal ITC as of 2026.

Iowa Solar Incentives at a Glance

Iowa's incentive picture is mixed, two meaningful tax breaks survive, but the income tax credit is gone and net metering export rates are set by utilities, not state mandate.

Sales Tax Exemption

ACTIVE
~$1,320 to $2,000

Iowa exempts qualifying solar energy equipment from the 6% state sales tax plus applicable local option taxes. On a typical 9 kW system ($22,000 to $30,000), this saves $1,320 to $1,800 at point of purchase. Solar PV panels and inverters qualify; batteries and labor generally do not.

Property Tax Exemption

ACTIVE, 5 YEARS
~$2,250 to $2,500

Solar installations are exempt from property tax assessment on the added home value for 5 years. No application typically required, the exemption is claimed via normal assessment channels. Based on Iowa's ~1.5% property tax rate, this saves $450 to $500 per year, totaling roughly $2,250 to $2,500 over the exemption period.

State Income Tax Credit

ENDED JAN 1, 2022
$0

Iowa's residential solar energy system tax credit program closed to new applicants on January 1, 2022. Existing credits already claimed continue to be valid, but no new installations qualify. There is no replacement credit as of 2026.

Net Metering in Iowa

Iowa Code § 476.49 and 199 IAC 15.10(3) require net metering for the state's two major regulated utilities. The structure is "inflow-outflow billing", not traditional 1:1 net metering.

How Inflow-Outflow Billing Works Your meter tracks electricity flowing in (from grid) and out (your solar exports) separately. You pay the retail rate for inflow and receive dollar credits for outflow at a utility-set rate. The outflow rate is locked in for 20 years at the time you interconnect. Dollar credits carry forward to offset future kWh-based charges; annual treatment and any cash-out differ by utility tariff (verify with MidAmerican or Alliant). Unlike true retail net metering, the outflow rate is not necessarily equal to the retail rate.
20-Year Rate Lock, A Meaningful Protection Whatever outflow rate you're offered at interconnection is locked for 20 years. This protects Iowa solar owners from future utility rate cases that could cut export compensation. Lock in sooner rather than later if rates are at or near retail, there is no guarantee the rate stays favorable at your next interconnection window.
UtilityTerritoryExport CreditCredit Banking
MidAmerican Energy Western and central Iowa; Des Moines metro Utility-set outflow rate (locked 20 yrs at interconnection) Dollar credits carry forward to offset future kWh charges; check MidAmerican Rate IO for annual treatment
Interstate Power & Light (Alliant) Eastern Iowa, Cedar Rapids, Iowa City, Waterloo Utility-set outflow rate (locked 20 yrs at interconnection) Annual cash-out of unused credits available
Ames Electric Ames, Iowa Net metering / inflow-outflow $500/kW (DC) rebate for 2026; verify current program availability

Federal Tax Credit (ITC 25D) EXPIRED Section 25D expired December 31, 2025. No federal residential credit for 2026 installations.
State Income Tax Credit ENDED 2022 Iowa's solar income tax credit program closed to new applicants on January 1, 2022. No new installations qualify.
Sales Tax Exemption ACTIVE Qualifying solar energy equipment is exempt from Iowa's 6% state sales tax plus local option taxes. Panels and inverters qualify; batteries and labor generally do not. Saves ~$1,320 to $2,000 on a typical system.
Property Tax Exemption ACTIVE, 5 YEARS Solar installations are exempt from property tax assessment on the value they add for 5 years. Saves approximately $2,250 to $2,500 over the exemption period at Iowa's typical property tax rate.
Net Metering / Inflow-Outflow UTILITY-SET RATE Iowa Code § 476.49 mandates net metering for MidAmerican and Alliant. Export credits locked for 20 years at interconnection. Rate set by each utility, not mandated at full retail by the IUC.
Ames Electric Rebate AMES ONLY $500 per kW installed (DC) for Ames Electric customers in 2026. Verify current program availability before assuming it applies.
USDA REAP FARM/RURAL BUSINESS ONLY Iowa agricultural producers and rural small businesses may qualify for REAP grants covering up to 50% of project costs.

Iowa Solar Economics in 2026

The ITC Gap Is Real, But Offset Partially by Iowa's Tax Breaks Without the federal ITC, a 9 kW Iowa system runs $20,000 to $27,000. The sales tax exemption ($1,320 to $2,000) and 5-year property tax exemption ($2,250 to $2,500) together substitute for roughly $3,500 to $4,500 in savings, not the ~$5,400 to $8,100 the 30% ITC would have provided, but a meaningful partial offset. Net of these breaks, simple payback typically runs 9 to 13 years at Iowa's ~15¢/kWh retail rate.
Iowa's Solar Resource Is Underrated Iowa averages 4.5 to 5.0 peak sun hours statewide, comparable to many Southern states in annual production. The resource is solid, especially on south-facing roofs in central and western Iowa. With a 15¢/kWh retail rate, every kWh of self-consumed solar delivers meaningful value. Size to 85 to 95% of annual consumption and the math works in Iowa.
