Federal tax credit update: The 30% residential solar tax credit (Section 25D) ended for systems whose installation was completed after December 31, 2025, under Public Law 119-21. Systems whose installation was completed in 2025 can still claim it on a 2025 return. New 2026 installations do not qualify for homeowners who buy. What changed

2026 Incentive Scorecard

West Virginia's incentive stack is thin, net metering exists but at below-retail rates, with no state programs to supplement.

Net Metering (APCo)

12.41¢/kWh

Appalachian Power export credit effective March 1, 2026. This is ~74% of APCo's residential retail rate (~16.77¢). Credits roll forward indefinitely but don't pay out in cash.

Net Metering (Mon Power)

9.34¢/kWh

Monongahela Power export credit effective January 1, 2025. This is ~67% of Mon Power's residential retail rate (~13.97¢). Capped at 10% annual adjustment through Dec 31, 2026.

Grandfathered NEM

25-Year 1:1

Customers who submitted interconnection applications before each utility's cutover date are grandfathered at full 1:1 retail net metering for 25 years. Grandfathered status is transferable to new owners.

State Tax Credit

None

West Virginia offers no state income tax credit for residential solar. No state rebate program exists. No utility cash rebate programs available.

Property Tax

No Exemption

No statewide property tax exemption for solar. Solar may increase your assessed property value. Check with your county assessor before installation.

Sales Tax

6% + local

WV levies a 6% state sales tax on solar equipment and installation. No statewide solar sales tax exemption exists. Some local jurisdictions add up to 1% additional tax.

Net Metering in West Virginia

Governed by WV Code §24-2F-8, two different export credit rates depending on which utility serves your address.

Legislative threat: HB4556 (2026 Regular Session) proposes to eliminate net metering from all utilities in West Virginia. As of October 2026, the bill was referred to the Committee on Energy and Public Works and has not passed. However, future legislative sessions could revisit this proposal. Homeowners considering solar should monitor WV legislative activity at bills.wvlegislature.gov.

Utility Rate Comparison

West Virginia has some of the lowest residential electricity rates in the region, which reduces the financial benefit of solar generation.

Key takeaway: WV's low retail rates reduce solar savings. A Mon Power customer earns only 9.34¢ per exported kWh against a national average closer to 18¢, nearly halving the solar return compared to many other states. Systems in WV should be sized to consume nearly all generation on-site, minimizing exports.

Rate case filed (APCo): Appalachian Power was approved for a 4% base rate increase effective June 1, 2026. A separate larger general rate case (Docket pending WVPSC) was pending as of October 2026. Rising rates improve solar economics over time.

Tax Picture for WV Solar

West Virginia provides no tax relief specific to residential solar, buyers pay the full tax burden.

No State Income Tax Credit

West Virginia does not offer a state income tax credit for residential solar installations. No state-level rebate program exists. The state's primary solar legislation (WV Code §24-2F) establishes the net metering framework but provides no direct financial incentive beyond grid credit.

No Property Tax Exemption

West Virginia has no statewide statute exempting solar systems from property tax assessment. A solar installation may increase your home's assessed value, resulting in higher property taxes. Check with your county assessor before installation.

Note: HB2412 (2025) reduced the Business & Occupation tax on electricity generated by solar arrays sited on degraded land, this applies to commercial solar developers, not residential homeowners.

6% Sales Tax Applies

West Virginia levies a 6% state sales tax on solar panels, inverters, mounting hardware, and installation. No statewide exemption exists. Some local jurisdictions add up to 1% additional sales tax. For a $20,000 system, this adds approximately $1,200 to $1,400 in sales tax costs.

Federal ITC Expired (§ 25D)

The 30% Residential Clean Energy Credit expired December 31, 2025. Systems whose installation is completed on or after January 1, 2026 are ineligible. If you installed before December 31, 2025, consult a tax professional about claiming the credit on your 2025 return. No replacement residential credit has been enacted.

How to improve WV solar economics: (1) Maximize self-consumption, the self-consumed kWh save you the full retail rate, far more than the export credit. (2) Time large loads (EV charging, water heater, laundry) to solar production hours. (3) Consider battery storage to capture excess midday generation for evening use, improving the self-consumption ratio. (4) If you are still grandfathered at 1:1 full retail NEM, that changes the math significantly, calculate based on the full retail rate for all generation.

Who Should Still Consider Solar in West Virginia?

Good candidates for WV solar in 2026

Grandfathered customers: If you applied for interconnection before Mon Power's Jan 1, 2025 cutover or APCo's March 1, 2026 cutover and are locked into 1:1 full retail NEM for 25 years, WV solar economics are materially better. Verify your grandfathered status with your utility.

High-consumption households: Homes using 1,500+ kWh/month gain more from self-consumed solar regardless of export rates.

Energy-independent goals: Paired with battery storage, WV solar can provide meaningful backup power and grid resilience even when the financial return is modest.

Rural homeowners with poor grid reliability: Battery + solar can reduce outage vulnerability in mountainous areas where grid service can be unreliable.
